Analyzing group communication dynamics and content in a common-pool resource experiment.

We study costly communication in a common-pool resource (CPR) experiment as a proxy for two different forms of participatory processes: as a public good and as a club good. A public communication meeting, representing centralized participatory processes, occurs when all group members' monetary contributions reach a specified threshold. Club communication meetings, representing networked participatory processes, follow only among those members of the group who pay a communication fee. We test whether the way costly communication is provided affects the willingness of participants to contribute to communication, as well as the dynamics of such payments, and the content of communication. This is done by analyzing contributions to communication and communication content of 100 real-life resource users participating in a lab-in-field experiment. We find that contributions towards communication are higher when communication is public, and that club communication features more frequent but less inclusive communication meetings. Also, communication content is more oriented towards addressing the collective action problem associated with the management of the resource when communication groups are attended by all participants. The identified differences between the two ways to provide for communication can inform policies and the design of participatory processes in natural resource governance.

Impact of bridging social capital on the tragedy of the commons: experimental evidence

AbstractSharing resources between members of different tribes and collectives is common and well-documented. Surprisingly, little is known about factors that are conducive to building social relationships between groups. We design a common-pool resource experiment, where after harvesting, groups can send some of their harvest to augment the resource of the outgroup. We compare donations made by individuals collectively and independently of other group members, under the conditions of equal and unequal resources. We find that individuals acting as decision-makers, but not groups, donate harvests frequently even though it is payoff-reducing. We conduct an additional treatment, where each donation is matched (doubled) by an equivalent transfer of resources, making sharing between groups payoff-improving. Under matching donations, sharing between groups flourishes, but fails to prevent resource decline in most groups. Finally, our experiment reveals that members of low-endowment groups overharvest resources in expectation of donations from affluent groups, which leads to the tragedy of the commons.

Avoiding catastrophic collapse in small-scale fisheries through inefficient cooperation: evidence from a framed field experiment

AbstractSmall-scale fisheries (SSFs) are significant for poverty alleviation, but are threatened by over-exploitation and climate change effects such as drastic drops in regrowth rates. How will fishers adapt? To shed light on this, we ran a common-pool resource experiment with SSF fishers in Thailand. Our results show that groups confronted with a potential abrupt drop in the regrowth rate are more likely to form cooperative agreements compared to groups not confronted with such a drop, which theory cannot predict. However, groups that form cooperative agreements do not necessarily manage the resource efficiently; many groups under-exploit. Over-exploitation is driven by individual characteristics, e.g., if individuals can diversify income, and if they are born outside the village. We conclude that more systematic exploration of the role of socio-economic factors, and how these factors interact with ecological conditions facing fishers, are needed. Our work can be seen as one step in this direction.

Management of common pool resources in a nation-wide experiment

Dilemmas related to the use of environmental resources concern diverse populations at local or global scales. Frequently, individuals are unable to visualize the consequences of their actions, where they belong in the decision-making line, and have no information about past choices or the time horizon. We design a new one-shot extraction game to capture these dynamic decisions. We present results from a nationwide common pool resource experiment, conducted simultaneously in eleven French cities, involving a total of 2813 participants. We examine, for the first time, the simultaneous impact of several variables on the amount of resource extracted: the local vs. the national scale of the resource, the size of the group (small vs. big), the low vs. high recovery rate of the resource, and the available information. We show that individuals significantly reduce extraction levels in local as compared to national level dilemmas and that providing recommendations on sustainable extraction amounts significantly improves the sustainability of the resource. Overall, women extract significantly less, but care more about preserving the local resource; older participants extract significantly more resources but extract less from the national resource. Our experiment also fulfills a science popularization pedagogical aim, which we discuss.

Regrouping to Reduce Overfishing: Evidence from a Series of Lab-in-the-Field Experiments in Mexico

Overfishing has become a major global issue that endangers ecosystems and the livelihoods of millions of people. Weak enforcement and illicit fishing behaviors limit the effectiveness of institutional arrangements designed to curb overfishing. In this paper, we designed and tested a series of potential interventions to reduce overexploitation driven by illegal fishing. We use surveys, interviews, and common pool resource experiments to investigate the behavior of Mexican fishermen in the upper part of the Gulf of Baja California. We find that resource exploitation can be reduced using a mechanism that regroups fishermen according to their past fishing exploitation levels. More precisely, we observe that the announcement of this mechanism and the actual regrouping reduce common pool exploitation, regardless of group composition. Further experimental evidence shows that the regrouping intervention also achieves the desired outcomes in environments with informational asymmetries or regrouping imperfections.

Communication Among Harvesters Leads to Sustainable Fishing Behaviour in a Continuous Time Common Pool Resource Experiment

The sustainable use of common pool resources (CPRs) such as fisheries constitutes a major challenge for society. A large body of empirical studies conducted in discrete time indicates that resource users are able to prevent the ‘tragedy of the commons' under institutional arrangements that can promote cooperation. However, the variability exhibited by the human behaviour and the dynamic nature of renewable resources require continuous time experiments to fully explain the mechanisms underpinning the sustainable use of resources. We conducted CPR experiments in continuous time to investigate how the extraction behaviour of resource users changes in real-time in response to changes in resource availability under communication and no communication. We find that when communication is allowed, users adjust their extraction efforts based on knowledge of previous resource availability. In contrast, when communication is not allowed, users do not incorporate resource availability into their utility function. These results suggest that communication does not merely provide a forum for coordination but mediates a causal relationship between resource levels and extraction behaviour. Our findings may help the development of effective resource management policies.

Collective punishment promotes resource conservation if it is not enforced

Managing extraction of forest resources is crucial for the stability of local eco-systems. The excessive extraction of forests by local communities has contributed to their rapid decline. Punishment has been suggested as a solution to this problem. However, evidence from common pool resource (CPR) experiments indicates that peer punishment generates high levels of anti-social punishment and retaliation, which undermines its positive impact on resource conservation. It has been shown that collective punishment solves these problems in public good games, but so far it has been ignored in the CPR studies. To fill this gap, we present the results from the CPR experiment with collective punishment. In the pool punishment (1OP) treatment, group members first decide on whether to pay the tax so as to establish a sanctioning institution. If the institution has been established, they vote on who to punish for overharvesting. In the second-order punishment (2OP) treatment, an additional penalty is imposed on tax evaders. We find that the sanctioning institution persists only in the presence of penalties for tax evasion. Surprisingly, their presence increases the probability of resource exhaustion. In particular, in the 2OP treatment, subjects extract more resources compared to the 1OP treatment to compensate for the loss of payoffs spent on taxes. In turn, pool punishment is successful in promoting resource conservation, but only in some groups. The key factor that determines why some groups prevent resource exhaustion, while others fail to do so, concerns how group members react to unfair punishment. In successful groups, penalties imposed on subjects, who extracted the least resources in the group, make them reduce extraction. Such penalties have the opposite effect in groups that exhausted resources.

Sociocultural heterogeneity in a common pool resource dilemma.

Collective action of resource users is essential for sustainability. Yet, often user groups are socioculturally heterogeneous, which requires cooperation to be established across salient group boundaries. We explore the effect of this type of heterogeneity on resource extraction in lab-in-the-field Common Pool Resource (CPR) experiments in Zanzibar, Tanzania. We create heterogeneous groups by mixing fishers from two neighbouring fishing villages which have distinct social identities, a history of conflict and diverging resource use practices and institutions. Additionally, we analyse between-village differences in extraction behaviour in the heterogeneous setting to assess if out-group cooperation in a CPR dilemma is associated with a community’s institutional scope in the economic realm (e.g., degree of market integration). We find no aggregate effect of heterogeneity on extraction. However, this is because fishers from the two villages behave differently in the heterogeneity treatment. We find support for the hypothesis that cooperation under sociocultural heterogeneity is higher for fishers from the village with larger institutional scope. In line with this explanation, cooperation under heterogeneity also correlates with a survey measure of individual fishers’ radius of trust. We discuss implications for resource governance and collective action research.

Characterizing Actions in a Dynamic Common Pool Resource Game

We conducted a dynamic common pool resource experiment and found large differences among groups in the total benefits (surplus) obtained from the resource. To shed light on the factors underlying the differences, we characterized individual appropriation decisions as irresponsible, sustainable, or constructive, and defined a measure of the intensity of such actions. We then examined the relationships between group-level success and the frequency and intensity of the individual actions, finding that the average intensity of irresponsible actions was the best predictor of group success. We interpreted this as suggestive evidence that policies aimed at preserving and maximizing the benefits of renewable resources should above all else aim to reduce the intensity of irresponsible actions.

Environmental Uncertainty and Self-monitoring in the Commons: A Common-pool Resource Experiment Framed Around Bushmeat Hunting in the Republic of Congo

Bushmeat is often a common pool resource issue and is a major threat to wildlife in west and central Africa. Participatory monitoring systems have been proposed to both better monitor natural resources and to engage resource users in Community Based Natural Resource Management systems, in a variety of social-ecological systems. However, studies of self-monitoring schemes in bushmeat hunting systems are scarce, and there are no empirical studies of the impact of self-monitoring on bushmeat hunting. We used a lab-in-the-field common pool resource experiment framed around a bushmeat hunting system, in which participants made individual decisions on time allocation between hunting and farming under three different conditions: without communication between group members, with communication, and with communication and a self-monitoring system. We found that self-monitoring was associated with a lower level of hunting and lower rate of resource decline. However, contrary to expectations, communication alone was not enough to lower hunting levels. We draw on behavioural economic and psychological research on environmental and social uncertainty and self-perception to explore how the act of self-monitoring could have changed behaviour by changing how participants perceived the resource, each other, and themselves. Our results support the notion that hunter self-monitoring could be a useful tool to initiate behaviour change, as well as providing estimates of resource trends.

Slow and deliberate cooperation in the commons

We test how fast and slow thought processes affect cooperation for sustainability by manipulating time pressure in a dynamic common-pool resource experiment. Sustainable management of shared resources critically depends on decisions in the current period to leave enough stock so that future generations are able to draw on the remaining limited natural resources. An intertemporal common-pool resource game represents a typical dynamic for social dilemmas involving natural resources. Using one such game, we analyse decisions throughout time. We find that people in this context deplete the common resource to a greater extent under time pressure, which leads to greater likelihood of stock collapse. Preventing resource collapse while managing natural resources requires actively creating decision environments that facilitate the cognitive capacity needed to support sustainable cooperation. Using experimental behavioural methods, this study shows that time pressure leads to worse decisions over the sustainable management of collectively held natural resources.

Analyzing potential effects of migration on coastal resource conservation in Southeastern Ghana

Coastal areas are under increasing pressure from rapid human population growth, yet empirical research on the effect of migration on coastal and marine resources is scarce. We contribute to this understudied literature by conducting an original household survey in a coastal region of Southeastern Ghana. This study employs two proxies for pro-environmental behavior that have not, to our knowledge, been used in the context of coastal migration, to explicitly compare migrant and non-migrant populations. Environmental attitudes toward coastal resources and individual extraction behavior in common-pool resource (CPR) experiments have shown broad relevance in the literature to understand natural resource decision making. We found that migrants in general did not differ significantly from non-migrants in relation to their environmental attitudes or their extraction behavior in the CPR game. However, when focusing on migrant fishers only, results suggested that this subgroup was less concerned about the utilization of coastal resources than non-migrant fishers and behaved less cooperatively in the CPR experiment. These findings, though, held true only for the subgroup of fishers, and could not be found for other occupational groups. Therefore, we conclude that migrants do not per se value coastal resources less or cooperate less in CPR situations, but that socioeconomic characteristics, and particularly their occupational status and their relation to the resource, matter.

The Impact of Resource Uncertainty and Intergroup Conflict on Harvesting in the Common-Pool Resource Experiment

How do resource uncertainty and intergroup conflict affect intragroup cooperation over resources in the common pool dilemmas? Does a danger of sudden resource depletion encourage random acts of violence? There are concerns that climate change will escalate conflicts over, and the scarcity of, renewable resources, which are already under threat or in a state of decline. However, we know surprisingly little about the impact of uncertainty on intergroup conflict over resources. In this paper, we present experimental evidence from a mixed design experiment with two-between-group factors: (1) the presence (or absence) of shocks that can destroy a part of resources; and (2) the availability of intergroup conflict. We find that random shocks encourage resource conservation within groups. The positive impact of resource uncertainty on resource conservation disappears in the presence of conflict. It seems that subjects protect themselves from resource exhaustion in the presence of shocks by engaging in conflict and taking resources from the out-group instead of reducing extraction. In general, conflict promotes intragroup cooperation, but this is conditional on the outcomes of past conflicts. In particular, groups harvest more after wins, and only reduce extraction after losing resources in conflict.

Deterring poaching of a common pool resource

We present results from common pool resource experiments designed to examine the ability of a group of resource users, called insiders, to simultaneously manage their own exploitation and defend their resource from encroachment by outsiders. The insiders can use communication, peer monitoring and sanctions to coordinate their decisions. In addition, they can sanction any outsiders they observe. We vary the insiders’ ability to observe and sanction the outsiders from no observability to partial and full observability. We find a striking non-monotonicity between observability of the outsiders and levels of poaching. Poaching was higher under partial monitoring than zero monitoring, and was lower and more stable under full monitoring. Although full observability allowed the insiders to better coordinate their own harvests, they were unable to fully deter poaching because their sanctions were far too low and they were unwilling to punish low levels of poaching.

OGUMI-A new mobile application to conduct common-pool resource experiments in continuous time.

OGUMI is an Android-based open source mobile application for conducting Common-Pool Resource Experiments, Choice Experiments, and Questionnaires in the field, in the laboratory, and online. A main feature of OGUMI is its capacity to capture real-time changes in human behaviour in response to a dynamically varying resource. OGUMI is simple (for example, likewise other existing software, it does not require expertise in behavioural game theory), stable, and extremely flexible with respect to the user-resource model running in the background. Here we present the motivation for the development of OGUMI and we discuss its main features with an example application.

Time Preferences and Natural Resource Extraction Behavior: An Experimental Study from Artisanal Fisheries in Zanzibar.

Natural resource users face a trade-off between present and future consumption. Using harmful methods or extracting unsustainably, lowers future consumption. Therefore, it is reasonable to posit that people with higher time preferences extract more as compared to people with lower time preferences. The present study combines experimental methods and questionnaire data in order to understand the relationship between individual time preferences and fishers’ extraction behavior. We elicit individual time preferences using an incentivized experiment, linking the resulting time preference measures to extraction data from a questionnaire, as well as data collected from a framed Common Pool Resource (CPR) experiment. Both the experiments and questionnaire were conducted with artisanal fishers in Zanzibar. Our findings suggest that the relationship between time preferences and CPR extraction is not as straightforward as predicted by classical economic theory. In contrast to earlier studies, we find that fishers’ time preferences are negatively correlated to their extraction rates. Our surprising findings can partly be explained by the fact that higher time preferences are associated with lower investment in extraction capability (the disinvestment effect of time preferences), and by fishers´ cognitive abilities.

Understanding the black box of communication in a common-pool resource field experiment

It is well proven that communication enhances cooperation in public goods and common-pool resource experiments. It is less well understood why and how communication affects cooperative behavior and whether that impact is mediated by the sharing of a common context and the individuals’ every day experiences. This paper aims to close this gap by means of a systematic content analysis of communication transcripts from field experiments. The paper analyzes communication statements shared by participants in a series of common-pool resource experiments conducted in rural Colombia. We first classified each statement under two categories: topic and function. Then, we tested hypotheses about the impact of those statements on cooperation depending on (1) their reference to the “field context” and other topic categories; and (2) the “informational”, “disapproval”, or “group solidarity” function of the statements. According to our results, statements that contain references to the context affect cooperation depending on the function of those statements. When the statements fulfill an information role, the effect is negative, but when statements have the function of enhancing group solidarity, the effect is positive. The statements that have the strongest positive impact on cooperation are those fulfilling a disapproval function, particularly when the topic of the messages are the payoffs obtained by the group.

Democracy and cooperation in commons management: experimental evidence of representative and direct democracy from community forests in Ethiopia

AbstractThe authors use dynamic lab-in-the-field common pool resource experiments to investigate the role of two forms of democracy on the cooperation of forest users in Ethiopia. In this experimental setup, participants can either directly select a rule (direct democracy) or elect a leader who decides on the introduction of rules (representative democracy). These two treatments are compared with the imposition of rules and imposition of leaders. It is found that both endogenous leaders elected by the community members and endogenous rules selected by the direct involvement of the participants are more effective in promoting cooperation among the community members compared to exogenous leadership, exogenous rule imposition and the baseline scenario without any of these modifications. However, no significant difference is found between representative democracy in the election of leadership and direct democracy in the selection of rules. Leadership characteristics and behavior are further analyzed. The results underline the importance of democratic procedures.
